To determine future development strategies to be adopted by the TH588 of ornamental fish, an SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis was organized in November 2010 through a participatory workshop with the ten women owners of the fishing Cooperative “Mujeres del Golfo” with a methodological approach adapted from Instituto Politécnico Nacional (2002) and USDA (2008). Used as a strategic business tool, it evaluates the internal state of a company (internal situation) and its competitive position in its market (external situation). The internal state is composed of two controllable factors (strengths and weaknesses) while the external situation contains two uncontrollable factors (opportunities and threats) (Cadle et al. 2010). In general, the SWOT analysis allows companies to know how to exploit their particular strengths, to take every opportunity, to stop identified weaknesses and fend off identified threats (USDA, 2008). It is usually advisable to do a SWOT analysis every year because the parameters of this analysis are not static but change over time. We used the SWOT analysis to quickly evaluate and synthesize the fishing cooperative\'s business situation, which provided useful complementary information for consolidating the SDOFI and HDIOF data. As coelomates is based on the participant\'s judgment, this analysis is considered qualitative and subjective, because of diverging personal viewpoints (EuropAid, 2006).
